The National Coordinating Committee (NCC) was established by the National Executing Agency (NEA) to advise and guide the preparation of a National Biosafety Framework. NCC duties.
There are 5 Iranian sectorial bodies that deal with biotechnology and biosafety issues, each one needs its own mandate, structure and mechanisms to handle the technical and policy aspects of the matter. These bodies are:
1) The Department of Environment which deals with biosafety from the perspective of environmental protection. The Department of environment has a working group on biotechnology and biosafety to look at the matter of in the context of national and international conventions and protocols within their purview such as the convention of biological diversity, and the cartagena protocol on biosafety. In 1995 the biotechnology and biosafety definition initiated by this department and finally the biological diversity mandated in Iranian Parliament.
2) The Ministry of Agricultural Jihad who tackle the issues from the twin perspectives of food products and food biosafety, implementation of cooperation programs in food, agriculture, forestry, fishery is handled by the this ministry. This ministry has organized, among its many technical working groups and subsidiary bodies, they are planning for a task force on the harmonization of regulations for agricultural products derived from biotechnology.
3) The Ministry of Science, Research and Technology has interest in biotechnology and biosafety in Iran. This ministry which approaches from the perspective of research and technology development and its utilization. For the purpose of overseeing overall conceptualization, implementation, monitoring and evaluation of joint research and development and training programs in biotechnology, it has established a committee on biotechnology and the secod internal committee on biosafety.

5) The Ministry of Health
This Committee is multi-disciplinary and multi-sectoral as it will be the major decision making body to be involved in the practical development of the NBF.
